Transaction fees and lightning?

Following the [https://mempool.space/](https://mempool.space/) the transaction fees are reaching 0.01 btc. So moving coins from custodians to cold storage is pretty damn expensive and eating up quite a bit of ones coins.

With increased adoption of crypto and mempool size, isnt this fee just going to skyrocket? And if something like lightning network is to be adopted, how will that pan out? Is the individual hodler using Lightning going to open payment channels, which I assume would get prohibitively expensive, or will the normal consumer just be working completely off chain, never settling on chain?
