incentive for miners to relay transactions with high fees?

What is the incentive for miner nodes to relay transactions with high fees? They can keep them for themselves and maybe even mine them later in the next block if they dont manage to do it right now.

Is this somehow counteracted on the client side when you submit transaction to the network? (wallets, SPV nodes, etc…)
